Phoenix Sky Harbor International Airport (PHX) is Arizona’s largest airport and a major hub for American Airlines. Under Arizona’s Smoke-Free Arizona Act, PHX is completely smoke-free indoors. Smoking is only permitted in designated outdoor zones on Level 1 (arrivals). This guide explains your options.
Smoking Policy at Phoenix Airport
Since May 1, 2007, Phoenix Sky Harbor has been completely smoke-free indoors under Arizona law. This ban applies to cigarettes, e-cigarettes, vaping devices, and all tobacco products in Terminals 3 and 4, including concourses, gates, dining areas, restrooms, and all lounges.
Designated Outdoor Smoking Areas
PHX has 15 designated outdoor smoking zones located on Level 1 (arrivals) of Terminals 3 and 4. All smoking areas are at least 20 feet from building entrances.
Terminal 4 (Main Terminal)
Terminal 4 has 11 smoking areas including:
South outer curb – Near Doors 2, 6, and 8
North outer curb – Near Door 1
North side – Next to the dog relief area
Additional spots – East, west, north, and south locations around the terminal
All zones are marked with signage, equipped with ashtrays, and free to use.
Terminal 3
Terminal 3 has designated outdoor smoking areas on Level 1 (arrivals), south side and near entrances.
Important: No Post-Security Smoking
PHX offers no indoor smoking facilities or post-security smoking areas. All lounges, including American Airlines Admirals Club, Delta Sky Club, and The Centurion Lounge, are completely smoke-free.
To smoke, you must:
Exit the secure area to the outdoor zones on Level 1
Go through TSA security screening again to re-enter
Re-screening can take 15-30 minutes during peak times.
Tips for Smokers at Phoenix Airport
Smoke before security – No post-security options exist

Level 1 only – All smoking areas are on the arrivals level, not departures
Stay 20 feet from doors – Arizona law requires distance from entrances
Fines apply – Violations carry fines of $50-$300 under Arizona state law
